Efforts will be made to repair its facilities, including the playground, bathrooms and surrounding areas.Each year, the NCMC selects a National Action Day Project for the main activity of the day.Speaking at a recent JIS ‘Think Tank’, Chairperson of the NCMC, Dr. Pauline Mullings, said the Day is an opportunity to “promote community spirit” and to help children understand that “whereas they do have rights, they also have responsibilities”.“We are asking all adults to ensure that the children from your church, school clubs and communities are involved in doing beautification programmes,” she said, adding that some children can be involved in projects such as the planting of trees or painting of pedestrian crossings. She emphasized that children must be guided by an adult before embarking on a job. Another main event during Child Month is National Children’s Day to be celebrated on Friday, May 17. Last year, Governor-General, His Excellency the Most Hon. first_imgzoomImage Courtesy: MAIB Fatigue and conflicting views led to a collision between the bulk carrier Huayang Endeavour and the oil tanker Seafrontier in the Dover Strait in July 2017.The two Hong Kong-registered vessels collided on July 1, some 5 nautical miles to the west of Sandettie Bank. Both vessels were damaged in the collision but were able to proceed to nearby ports for damage assessment. The accident did not result in any injuries or pollution.UK’s Marine Accident Investigation Branch (MAIB) conducted an investigation into the incident, which identified that a very high frequency (VHF) radio conversation between the two vessels had resulted in the two bridge teams holding conflicting views as to what had been agreed regarding Huayang Endeavour overtaking Seafrontier. Subsequently, Seafrontier’s bridge team did not check for sea room astern before altering course, leading to a close quarter situation between the two vessels.In addition, Seafrontier’s master had been present on the bridge for over 14 hours and was probably suffering from fatigue, which was likely to have had an adverse effect on his decision making, the MAIB report shows.“Seafrontier’s master was operating within his maximum permitted working hours however he was probably experiencing fatigue which resulted in his decision making and reaction times being affected.”Additionally, the use of VHF to resolve the situation “was inappropriate as it did not allow sufficient time for effective action to be take, the language used was not precise or clear and it did not result in a shared plan.”Seafrontier’s bridge team did not monitor Huayang Endeavour’s manoeuvres after the VHF conversation and as they did not check for sea room before altering course, were unaware of the bulk carriers actual positionFollowing its internal investigation Huayang Endeavour’s manager has amended its procedures for the use of VHF for collision avoidance, and promulgated the lessons learned from this accident to its fleet, according to MAIB.The manager of Seafrontier, has also completed an internal investigation, and has taken a number of steps to train its personnel in bridge and crew resource management, review its procedures, and promulgated the lessons from this accident to its fleet.last_img read more

first_imgCALGARY, A.B. – The Canadian Association of Petroleum Producers is predicting the country’s oil production will increase by 1.4 million barrels per day by 2035, despite an ongoing “competitiveness gap” that discourages investment.The group, which represents Canada’s upstream oil and gas sector, says total Canadian oil production will increase to 5.6 million barrels per day in the next 17 years mainly due to a rise in oilsands production to 4.2 million barrels per day from 2.65 million barrels per day in 2017.It says Western Canada’s non-oilsands crude production will be flat at about 1.3 million barrels per day in 2035. Output in Eastern Canada is expected to rise to 290,000 barrels per day by 2025 from major offshore projects including Hebron, Hibernia, Terra Nova, and White Rose, CAPP says, adding production will then drop to just 70,000 barrels per day by 2035 as oil is pumped out.CAPP says Canada’s oil output exceeded its transport capacity in 2017 as proposed pipelines including TransCanada’s Keystone XL project, the expansion of the Trans Mountain pipeline (despite being sold to the federal government) and Enbridge’s Line 3 pipeline replacement face uncertainty.It says capital spending in the U.S. rose 38 percent to $120 billion in 2017 while investment in Canada fell to $45 billion.“Canada is falling behind its competitors, losing the opportunity to supply the world with oil produced the Canadian way.
